It should be noted that use of a wastewater treatment/holding pond is a standard <br /> agricultural practice and with proper waste management, odors can be kept to a minimum. Your concern <br /> over the odors from the other facilities may be warranted; however,the permit adoption process for the <br /> Stagno Meat Co. is not the appropriate forum to address concerns regarding other facilities. <br /> Something needs to be done to correct the present situation, and to prevent any additions to these <br /> odors. FORTUNATELY, technology has been developed in Enzyme treatment agents, which, <br /> when added to this wastewater can significantly reduce odors. <br /> In a survey I personally made prior to the Stagno operation's startup, I contacted Alpine Packing <br /> Company of north Stockton, among other slaughter operations, and was pleased to discover their <br /> usage of enzymes in their ponds. No odors were detectable with the Enzyme additive. I <br /> understand there is an Oregon based company supplying Alpine with the product. I will do some <br /> research on the Internet to see if I can identify them, or you could call operations management at <br /> Alpine and get that information. <br /> I commend Alpine for its good neighbor policy, and at the same time condemn Stagno and Jenkins <br /> and Olivera for their creating the "Lathrop Stench". The proposal for slaughter of 500 pigs plus <br /> other animals every day needs every mitigating option possible, and I urge you to use the <br /> information I have enclosed to improve the water and the odor situation in Lathrop. <br /> After the Stagno facility becomes operational, and in the event that the odors from the pond become a <br /> nuisance, we will require the wastewaters in the pond to be treated to reduce odors. Use of enzymes may <br /> be an option; however, we cannot dictate the method of treatment that may be used. We have reviewed <br /> WDRs Order No. 92-054 for the Alpine Packing Company(enclosed). The specification against the <br /> conditions of nuisance or pollution emanating from the treatment or discharge of the waste, which <br /> includes odors, is the same as that in the Tentative WDRs for the Stagno facility. Therefore, both <br /> facilities are under the same requirement to control excessive odors due to their wastes. The information <br /> you provided regarding the use of enzymes for wastewater treatment will be forwarded to the <br /> Discharger. As for the existing facilities you mentioned, we will investigate the situation and encourage <br /> you to contact the California Air Pollution Control Board regarding the odors. <br /> If you believe that our WDRs do not adequately address your concerns, then we urge you to attend the <br /> meeting of the Regional Board on 17 September 1999, commencing at 0900, to present your position. <br /> The meeting will be held at 3443 Routier Road, Sacramento, California 95827-3003. <br /> If you have any questions,please call me at (916) 255-3035 or Camilla Williams at (916) 255-3112. <br /> �✓ <br /> ROBERT 7.
