ITEM: 10 <br /> SUBJECT: Richard A. Stagno, and Stagno's Meat Company, Waste Disposal Facility, <br /> San Joaquin County— Consideration of Waste Discharge Requirements <br /> REPORT: Richard A. Stagno has proposed installation of a slaughterhouse, to be <br /> known as Stagno's Meat Company, at a former poultry facility <br /> approximately 2 miles northwest of Lathrop. Approximately 500 animals <br /> will be slaughtered daily, producing about 84 cubic feet of manure and <br /> 14,500 gallons of wastewater. Manure solids are collected and will be <br /> initially transported off-site. Wastewaters will consist of manured <br /> wastewaters from the holding pens and rinsewaters from the <br /> slaughterhouse. Wastewater will be discharged to a treatment pond, which <br /> was partially constructed adjacent to two residences. The contents of the <br /> wastewater treatment pond will be periodically discharged to cropland for <br /> its nutrient value. Whole blood will be captured and stored for edible food <br /> processing. Solid animal wastes will be retained for rendering. The <br /> discharge of whole blood and solid animal wastes to land is prohibited. <br /> Surface water drainage is to the San Joaquin River, which is approximately <br /> 1.3 miles west of the facility. The San Joaquin County Board of <br /> Supervisors issued a Negative Declaration with public controversy, <br /> including an appeal from the City of Lathrop. The adoption of the <br /> Negative Declaration was conditioned to require the issuance of WDRs for <br /> the project. <br /> Four letters, dated between 9 to 14 August 1999, were received raising <br /> objections to the proposed project. Each objection was considered and <br /> responses to the comments were prepared. <br /> RECOMMENDATION: Adopt the proposed waste discharge requirements, contingent on <br /> relocating the wastewater treatment pond. <br /> Mgmt.
