STAFF REPORT -3-
WHARD A. STAGNO
STAGNO'S MEAT COMPANY
SAN JOAQUIN COUNTY
• The location of the wastewater treatment pond had been changed from that proposed in the CEQA
documents and was built approximately 100 feet from two residences.
• Application of the wastewater to the cropland will migrate onto adjacent properties.
• Odors will emanate from the facility much like that of the former poultry facility.
• Manure will attract flies, will be stored on-site for too long of a period, and may be dumped on
adjacent properties as was conducted by the former poultry operations.
• Uncontrolled use of chemicals which will ultimately impact groundwater.
• Leaking oil and gasoline from trucks will impact soil and groundwater and should be required to be
monitored.
• Misidentification of the land use in the immediate area of the proposed site.
• An increase in the number of animals to be slaughtered from that originally proposed.
• Use of an independent firm for monitoring.
• The facility should hook-up to city sewer lines when this service is provided.
Recommendation
Staff recommends that the Discharger be required to move the location of the pond away from the
adjacent residences as a condition of adopting the WDRs for Stagno's Meat Company.
c Acle Ies\agriculture\agwdrs\stagno\staffrpt
