Stagno has proposed installation of a slaughterhouse, to be known as Stagno's Meat <br /> Company, at a former poultry facility approximately 2 miles northwest of Lathrop and 1.3 miles east of <br /> the San Joaquin River in San Joaquin County. The facility occupies 13.5 acres and will contain <br /> holding pens, a slaughterhouse, a manure storage area, a wastewater treatment pond, a stormwater <br /> detention pond, and a designated disposal area(cropland), consisting of about 9 acres. Approximately <br /> 500 animals will be slaughtered daily consisting primarily of market pigs, but also calves, sheep, and <br /> goats. <br /> Five types of wastes will be produced as part of the facility operations: manure solids,manured <br /> wastewater, slaughterhouse wastewater, whole blood, and solid animal wastes. Manure solids from the <br /> holding pens will be scraped to a concrete lined, covered manure storage area where it will be <br /> subsequently transported off-site. Manured wastewater will also be produced from periodic <br /> washdowns of the pens. Slaughterhouse operations will produce the other three types of wastes: <br /> rinsewaters,blood, and solid animal wastes. Rinsewaters will be derived from animal, carcass, and <br /> kill-floor rinsings. These rinsewaters will comprise the vast majority of the wastewater, estimated to <br /> be approximately 14,500 gallons daily. Whole blood will be captured and stored in a tank for edible <br /> food processing and will not be discharged to the wastewater treatment pond. Solid animal wastes will <br /> consist of the discarded portions of the carcasses (offal), and the fats, oils, and greases (FOG), which <br /> are part of the wastewater produced during slaughterhouse operations. These animal liquids will be <br /> treated using a septic tank and a screened grease trap. Offal, FOG, and screenings will not be <br /> discharged to the wastewater treatment pond, but will be collected for rendering. <br /> Wastewaters from the slaughterhouse holding pens, animal, carcass, and kill-floor rinsings will be <br /> pumped to a wastewater treatment pond lined with 30-mil high-density polyethylene plastic. There <br /> will be approximately 5 feet of separation between the base of the pond and groundwater. Wastewater <br /> in the treatment pond will be periodically discharged to the designated disposal area where sudangrass <br /> is to be triple-cropped. <br /> Under these Waste Discharge Requirements,monitoring of the wastewater treatment pond effluent, <br /> cropland soil, and groundwater will be required. Manure solids will be required to be transported off- <br /> site due to the limited acreage for wastewater disposal. A Monitoring and Reporting Program will <br /> require that records of off-site manure transactions, monitoring results, and any descriptions of <br /> corrective actions taken during the previous year,be submitted in an annual report. <br /> c:'ckwf iles\agriculwm\agwdrs\sw gno\pubnot ice <br />
