CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 92-054 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> ALPINE PACKING COMPANY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1 . Alpine Packing Company (hereafter Discharger) submitted a Report of <br /> Waste Discharge, dated 27 September 1991. The Report of Waste <br /> Discharge is incomplete. This Order requires the submittal of <br /> Technical Reports which will provide information necessary for its <br /> completion. The property (Assessor's Parcel No(s) 084-080-01, 084-080- <br /> 02, and 084-080-03) is owned by Alpine Packing Company. <br /> 2. Waste Discharge Requirements Resolution No. 60-243, adopted by the <br /> Board on 23 June 1960, prescribes requirements for a discharge from <br /> meat packing operations to land or to Bear Creek. <br /> 3. Resolution No. 60-243 is neither adequate nor consistent with current <br /> plans and policies of the Board. <br /> 4. The Discharger generates animal waste from cattle held in holding pens, <br /> and from slaughterhouse process water and paunch manure. A significant <br /> amount of solids are generated, which are periodically removed by a <br /> commercial hauler. The process wastewater containing solids currently <br /> discharges to a pond treatment system. The solids currently form a <br /> solid cap over the first pond in series. Holding pen washwater <br /> currently discharges to a canal which is pumped into the last treatment <br /> pond. From there, wastewater is pumped to 16 acres of pasture for <br /> disposal . <br /> 5. The Discharger uses salt for bacon and ham processing of pork brought <br /> into the facility. Salts were reported to be used completely in the <br /> brining process and are not discharged with process wastewater. <br /> 6. The Discharger has proposed adding a solids separator to keep the <br /> solids from entering and clogging the treatment ponds. After the <br /> solids separator is installed, the ponds are proposed to be cleaned out <br /> and improved, as necessary, to provide adequate wastewater treatment. <br /> 7. The Discharger estimates the wastewater flows are 189,000 gpd, but <br /> actual rates have not been measured. <br /> 8. Alpine Packing Company is in the NE 1/4 of Section 9, T2N, R6E, MDB&M, <br /> with surface water drainage to a tributary of Mosher Slough, as shown <br /> in Attachment A, which is attached hereto and part of the Order by <br /> reference. <br />
