The
facility is at 9900 Lower Sacramento Road, in north Stockton. The area to the
west and south of the facility is subdivision development, and to the east and
north is agricultural .
The facility wastewater previously was allowed to flow across the entire
pasture to the south of the slaughterhouse, and discharge through pipes at the
south end of the property into a tributary of Mosher Slough. The Discharger
has made improvements to the field application system to keep the discharge
within the 16 acre disposal area and prevent a continued surface water
discharge. No study was conducted to determine if the 16 acres was sufficient
area to dispose wastewater at agronomic rates.
The Report of Waste Discharge is not complete, as the wastewater flow has not
been completely characterized as to flow and wastewater constituents. The
plant has proposed wastewater treatment improvements (solids separator and
pond renovation) in order to meet any discharge limitations proposed.
These waste discharge requirements require a Technical Report be submitted
which specify the appropriate rate to discharge wastewater to the fields
without impacting ground water. A ground water monitoring program may be
required to verify whether any impacts occur.
Solids from the holding pens and paunch manure are periodically removed from
the site by a commercial hauler. These requirements require a Technical
Report detailing solids management practices to prevent nuisance conditions
and fly breeding.
