We have reviewed your comments and have provided responses. <br /> Your comments are provided below in bold face type followed by our response. <br /> I am the neighbor to the immediate west and south of this proposed slaughterhouse. My property <br /> borders the property in question and I am very worried about wastewater being sprayed and <br /> running onto my property. If a permit is issued,I ask you to require the Stagnos to install a high <br /> fence along my property lines in order to keep airborne wastewater from being sprinkled in my <br /> property. The winds blow every day out here,year round.....I would also ask that he be required <br /> to build a berm or ditch along side the fence to control run-off from wastewater. <br /> We share your concern regarding the potential for uncontrolled wastewater discharge onto your property. <br /> The Tentative WDRs contain Prohibitions and Specifications (A.7 and B.12,respectively)to address this <br /> issue. We have revised the language in Prohibition A.7 to try to address the your concerns over the <br /> potential for wastewater overapplication by different methods. However, we cannot specify how Stagno <br /> applies his wastewater to the cropland, and thus cannot require that ditches,berms, or walls be <br /> constructed. <br /> I would also ask you to require the Stagnos to place the waste holding pond back to the rear of the <br /> property where he proposed it would be at the county meetings. He has built it approximately <br /> one-hundred feet from my front door. <br /> We have considered the existing location of the dry wastewater treatment pond to that proposed in the <br /> California Environmental Quality Act(CEQA) documents and in the Use Permit. If the pond is <br /> relocated south of the existing stormwater detention pond, then the area that the pond currently occupies <br /> would necessarily be converted to cropland(i.e. disposal field). According to our calculations, as much <br /> on-site acreage (9 acres) as possible will be needed for the agronomic disposal of the manured <br /> wastewater in order to prevent groundwater degradation.
