Mr.Mr.Griffins <br /> October 5,2006 <br /> Page 3 of 5 <br /> Odor Lmpact Minimization Pian <br /> Per 27 CCR §17863.4, an Odor Impact Minimization Plan(OIMP) is required of facilities that accept, <br /> handle,process or store compostable materials(e.g., green waste, wood waste). The OIMP provides <br /> guidance to on-site operations personnel for assessing possible off-site odor impacts, meteorological <br /> conditions that may affect odor transport, complaint response protocol, and methods to minimize odors <br /> associated with stockpiled green waste material. <br /> The distance to the nearest residential and/or commercial odor receptors, as well as the direction of the <br /> prevailing wind should be identified in the ED. The local Air Pollution Control District should be contacted <br /> regarding air pollution discharge permits, which may be required to ensure compliance with ambient air <br /> quality standards. <br /> Noise <br /> Activities associated with vehicular transport of waste materials and the use of equipment to process <br /> materials may result in significant on-site and off-site noise levels. A noise study may be necessary if <br /> local receptors are impacted, and should be included in the ED. Short-term and cumulative impacts <br /> should be assessed as well as operations related noise. <br /> Land Use Com atibilit <br /> The surrounding land use must be designated as compatible with the proposed/current land uses at the <br /> project sites. The local government, in whose jurisdiction the facilities will be located, must make a <br /> finding that the facility is consistent with the General Plan [Public Resources Code(PRC), Section <br /> 500001 and is identified in the most recent County Integrated/Solid Waste Management Plan [PRC, <br /> Section 50001]. <br /> The environmental document should identify the proposed project site's surrounding land use, as well as <br /> the distance to the nearest potentially sensitive receptor(s). <br /> Risk of Upset/Accident/Fire Suppression <br /> In the event of an accident, explosion, or the release of hazardous substances due to upset conditions or <br /> mechanical malfunctions,an Emergency Response Preparedness Plan should be prepared and available at <br /> the facility. Personnel should be properly trained to handle emergency situations, including <br /> identification, location and use of fire suppression equipment,procedures for evacuation of the premises, <br /> and notice for contacting the appropriate authorities in the event of such an occurrence. What is the <br /> response time from the nearest County Fire Department location? Staff request that such a plan be briefly <br /> described or referenced in the ED with the appropriate mitigation measures,if applicable, in the event of <br /> such an occurrence. Please describe the proposed hygienic facilities on site as well as first aid equipment <br /> accessibility and employee training. What is the distance to the nearest hospital? What will be the <br /> provisions for the permanent water supply?This information can be referenced in support documentation. <br /> Include on the site plan a description of the security on the site property, including fencing, lighting, <br /> gates,and access roads/traffic circulation. <br /> CEOA& Environmental Justice <br /> The Board, in its Strategic Plan,has made a commitment to Environmental Justice.
