PA-0540726 OF JAMES <br /> SANCHEZ (CIO VALLEY ORGANICS, INC.); (APN: 191-260-22; <br /> ADDRESS: 920 W. FREWERT ROAD, LATHROP) <br /> This project is a Site Approval application for the conversion of green waste that has <br /> been collected as part of a landscaping services business into compost and mulch that <br /> will be sold to local nurseries and landscape services businesses. (Use Type: <br /> Agricultural Wastes) The project will encompass approximately twenty acres of the <br /> 31.4-acre site and will be built in three phases. The office and parking will be constructed <br /> as part of Phase 1. Phases 2 and 3 will each be a seven-acre expansion of the <br /> composting area. Phase 2 will be completed within two years and Phase 3 will be <br /> completed within three years. The green waste will be ground on-site by a portable tub <br /> grinder. It will then be placed in long windrows approximately five feet high and ten feet <br /> wide. The ground material will be turned periodically as needed with a windrow turning <br /> machine to maintain the proper temperature and humidity for the rapid breakdown of the <br /> green waste into compost. The finished product will be kept in windrows until transported <br /> off-site. <br /> This project is located on the south side of W. Frewert Road, 1.3 miles west of S. <br /> Manthey Road, west of Lathrop. The General Plan designation is General Agriculture <br /> (AIG) and the zoning is General Agriculture-40 acre minimum (AG-40). <br /> Permits <br /> The processing of green waste into compost may be conditionally permitted in the AG- <br /> 40 zone with an approved Site Approval application. Permits or waivers from other <br /> agencies will also be needed. The Environmental Health Department states that <br /> discharge requirements will be needed from the Regional Water Quality Control Board. <br /> Also, the Council of Governments will require mitigation for the loss of habitat. This is <br /> usually accomplished by participation in the San Joaquin County Multi-Species Habitat <br /> Conservation and Open Space Plan (SJMSCP). However, alternative mitigation in an <br /> amount and kind equal to that provided in the SJMSCP may be provided. <br />
