In the event that the project <br /> applicant burned or burns agricultural material, it would be in violation of Rule 4103 and be subject to <br /> District enforcement action. <br /> Rule 4201 (Particulate Matter Concentration) This rule shall apply to any source operation, which . <br /> emits or may emit dust, fumes,or total suspended particulate matter. <br /> Rule 4641 (Cutback, Slow Cure, and Emulsified Asphalt, Paving and Maintenance Operations). if <br /> asphalt paving will be used, then paving operations of this project will be,subject.to Rule 4641. This <br /> rule applies to the manufacture and use of cutback asphalt, slow cure asphalt and emulsified asphalt <br /> for paving and maintenance operations. <br /> Rule 4702 (Internal Combustion Engines — Phase 2) This rule applies to any internal combustion <br /> engine with a rated brake horsepower greater than 50 horsepower (for example, a standby generator <br /> fueled by diesel). <br /> As of May 1, 1994, all portable emission units are required to register with the District or the California Air <br /> Resources Board. Should.this project require the installation of an auxiliary diesel or natural gas engine <br /> greater than fifty (50) brake horse power, application for an Authority to Construct may be required. Any <br /> questions pertaining to District permitting or registration requirements should be direct to our Small <br /> Business Assistance Office at(209) 557-6446 or our Permit Services division at(209) 557-6400. <br /> The District encourages innovation in measures to reduce air quality impacts. There are a number of <br /> features that could be incorporated into the design/operation of this project to provide additional <br /> reductions of the overall level of emissions. (Note! Some of the measures may already exist as County <br /> development standards. Any measure selected should be implemented to the fullest extent possible.) <br /> The suggestions listed below should not be considered all-inclusive and remain options that the agency <br /> with the land-use authority should consider for incorporation into the project. <br /> The District encourages the applicant and fleet operators using the facility to take advantage of the <br /> District's Heavy-Duty Engine program to reduce project emissions. The Heavy Duty program <br /> provides incentives for the replacement of older diesel engines with new, cleaner, fuel-efficient diesel <br /> engines. The program also provides incentives for the re-power of older, heavy-duty trucks with <br /> cleaner diesel engines or alternative fuel engines.
