Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Site Approval No. PA-0500219 with the Findings and Conditions of Approval contained <br /> in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the Animal Specialty Services — Kennels, Small Breeding <br /> use type may be permitted in the AL-5 (Limited Agricultural Zone, 5 acre parcel minimum) <br /> zone with an approved Site Approval application. The project is consistent with the goals, <br /> policies, standards, and maps of the General Plan. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because additional utility and sanitation systems are not required. <br /> The project will be required to be served by an on-site well and septic system. Also, the <br /> construction of an individual sewage-disposal system for the kennel under permit and <br /> inspection by the Environmental Health Department is required at the time of development <br /> based on the San Joaquin County Sewage Standards. As a condition of approval, on-site <br /> drainage will be required for new development. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 5 acre parcel is of adequate size and shape to <br /> accommodate the kennel. The project will convert a portion of the existing hay barn for the <br /> kennel facility. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Initial Study prepared for the project found no <br /> potentially significant environmental impacts. <br /> 5. The use is compatible with adjoining land uses. <br /> • This finding can be made because the proposed use will not interfere with nor alter the <br /> current land uses on adjacent properties. The properties surrounding the project site are <br /> also zoned AL-5 and are being used for residences. The applicant will be required to fence <br /> the property so that the dogs will remain on the property.
