By 14 April 2003, the Discharger must submit a Notice of Intent to seek coverage <br /> under the National Pollutant Discharge Elimination System (NPDES) General Permit <br /> No. CAS000001 for Discharges of Storm Water Associated With Industrial Activities. <br /> b. At least 90 days before the Discharger wishes to discharge wastewater to new LTUs <br /> described in Finding No. 23 the Discharger shall submit a report describing completion <br /> of improvements to the designated LTUs to ensure compliance with this Order. The <br /> improvements shall include, but not be limited to, installation of fencing or notification <br /> signs, installation of berms to prevent surface water runoff from the LTUs, and <br /> installation of additional groundwater monitoring wells (in accordance with an <br /> approved workplan, as described in Provision G.2.e). <br /> c. By 13 May 2003, the Discharger shall submit certification that a flow metering system <br /> has been installed. The flow meter shall be designed to accurately measure flow to the <br /> LTUs and shall provide cumulative flow volume monitoring. <br /> d. By 12 June 2003, the Discharger shall submit certification that a pH control system has <br /> been installed. The system shall be designed to adjust the pH of the waste so that it <br /> continuously complies with the Discharge Specification CA. <br /> e. By 12 June 2003, the Discharger shall submit a workplan for characterization of <br /> groundwater quality for the LTUs. All active LTUs must be monitored. The workplan <br /> shall describe the installation of additional wells to allow evaluation of groundwater <br /> quality upgradient and downgradient of all LTUs. Monitoring wells shall be <br /> constructed to yield representative samples from the uppermost saturated interval and to <br /> comply with applicable well standards. The workplan shall be consistent with, and <br /> include the items listed in, the first section of Attachment C, "Items to be Included in a <br /> Monitoring Well Installation Workplan and a Monitoring Well Installation Report of <br /> Results." <br /> f. By 12 June 2003, the Discharger shall submit a Vadose Zone Monitoring Workplan. <br /> The workplan shall describe proposed vadose zone monitoring locations,proposed <br /> sampling techniques, and frequency of sampling designed to ensure that the free <br /> draining liquid within the vadose zone is representatively characterized. The purpose of <br /> this monitoring is to determine whether the land treatment units are sufficiently treating <br /> the wastewater such that the underlying groundwater will not be degraded. <br /> g. By 14 July 2003,the Discharger shall submit a Salinity Reduction Study Workplan. <br /> The workplan shall describe a plan for identifying high salinity waste streams and <br /> performing sampling and analysis to specifically characterize the salinity species of <br /> each high salinity waste stream. The study shall consider all aspects of winery waste, <br /> discuss alternate methods to reduce dissolved solids discharged to the LTUs, and <br /> present an implementation plan for the selected salinity reduction measure(s). <br /> h. By 14 July 2003,the Discharger shall submit an LTU Operation and Maintenance Plan <br /> for review and approval. The O&M Plan shall be prepared in accordance with <br /> V\.
