It should be noted that these <br /> items were initially requested in the Regional Board's 19 July 2001 Request for a Report of Waste <br /> Discharge correspondence. <br /> • An appropriate person did not sign the Form 200. Acceptable signatures are listed on page 3 of the <br /> Form 200 application. <br /> • The technical report portion of the RWD was not prepared under the supervision of a California <br /> licensed Registered Engineer. <br /> • A water balance was not prepared which evaluates the wastewater generation, storage capacity, and <br /> land application area required to adequately treat and dispose of wastewater. <br /> • Loading calculations apparently did not include the crush season flow rates. This proposed approach <br /> may result in an inadequate wastewater treatment system. The high flow rates and elevated <br /> contaminant concentrations that occur during the crush are critical considerations in designing the <br /> wastewater treatment and disposal system. <br /> • Improvements to the wastewater system and land application system were not described. As <br /> described in the Regional Board's 19 July 2001 Request for a RWD, and reiterated in the attachment <br /> to this letter, discharge of wastewater to fallow land is not an acceptable method of disposal. <br /> • The RWD must show how wastewater is treated and applied in a manner that protects groundwater <br /> quality or propose improvements to the system that will protect groundwater quality. Please provide <br /> a schedule for implementation of the improvement plan. <br /> • The RWD did not include a cropping plan. <br /> By 8 February 2002, Bear Creek Winery shall resubmit a complete RWD that addresses the issues raised <br /> above,plus the attached additional information requirements.
