This MMP <br /> cannot be accepted by SJCEHD because it is not in consistent with San Joaquin County Ordinance 877, "... <br /> an ordinance providing for the collection, transportation and disposal of refuse within the unincorporated <br /> area of San Joaquin County ..." The ordinance is included with this letter. See page 3, part 3, "Farms and <br /> Single Family Residents" and pages 3-5, part 6, "Disposal on Premises." Ordinance 877 requires animal <br /> manure to be removed from the site at least once every seven days by using one or more of the following <br /> methods: burial in a sanitary landfill,thin spreading upon land,composting, or lagooning. <br /> The January 10, 2005 inspection by SJCEHD found horse manure and bedding stockpiled on the southern <br /> side of the main ban less than 100 feet from the south property line. The Conditions of Approval for UP- <br /> 94-3 specify in section Ig that "A minimum buffer of 100 feet is required between the south property line <br /> and the parking area, arenas, open paddocks and bam." Conduct all manure operations at the site more than <br /> 100 feet from the south property line. Please contact Robert Glissman, Code Enforcement, San Joaquin <br /> County Community Development at 468-9778 regarding this requirement. <br /> The original MMP,dated May 18, 1994, still applies to this site and must be followed as a condition of Use <br /> Permit UP-94-3. Proposed changes to the MMP must be reviewed for compliance with SIC regulations by <br /> SJCEHD before implementation at the site.
