The Design Guidelines are being prepared at the <br /> request of the City of Lodi and as a condition of the City's providing sewer treatment <br /> service to the Flag City development. Specifically, the Design Guidelines are being <br /> prepared pursuant to Terms of Connection No. 2.m. of the "Memorandum of <br /> Understanding County Service Area No. 31-'Flag City' Domestic Waste Connection" <br /> (Agreement A-07-234). <br /> Location: The agreement requires the guidelines to apply to all new development <br /> within the Flag City County Service Area (CSA No. 31). Although some of the property <br /> that is in the CSA is not zoned C-FS, and some of the property in Flag City that is zoned <br /> C-FS is not in the CSA the Special Purpose Plan will only apply to those properties <br /> within the CSA, as required by the agreement with the City of Lodi. The only portion of <br /> the CSA that is not zoned C-FS is a CSA storm pond. <br /> Owner's Meeting: Community Development staff met with the Flag City property <br /> owners on June 6, 2007 at the Flag City RV Park. The owners had several comments <br /> that were incorporated into the Design Guidelines as follows: <br /> Comment 1 <br /> The Design Guidelines should only become effective after the City supplies sewer <br /> treatment services. <br /> Response 1 <br /> The Community Development Department will work with Public Works and County <br /> Counsel to develop such language, either in the adopting resolution, or in the Design <br /> Guidelines. <br />
