Process: In the machine shop, hand tools were used to take apart turbine engines and <br /> repair or rebuild them. Parts were ordered and shipped to the facility for rebuilding as <br /> necessary. Occasionally parts were spray painted with primer after repair. <br /> Concrete floors in the warehouse area were in good condition with no cracks or chips. <br /> SECOR observed absorbent pads around the bottom of the parts washer indicating a <br /> possible recent spill. Mr. Sam Mingua, Shop Supervisor advised SECOR that the pads <br /> are placed to collect possible drippage from the cleaned parts and prevent a trip and fall <br /> hazard to workers. Mr. Mingua also advised SECOR that Safety-Kleen empties and <br /> refills the parts washer with the QSOL 300 cleaning solvent as needed. <br /> According to Mr. Deprater, the waste oil and hydraulic fluid were picked up periodically <br /> for off-site recycling by Safety-Kleen of Plano, Texas. Mr. Deprater indicated that copies <br /> of all waste disposal manifests were maintained on file in the office at the facility. <br /> Since SECOR's investigation of January 19, 2005, EnXco has vacated 17401 W. <br /> Commerce Way. According to Ms. Kathy Tani, Property Manager for Building #6, as of <br /> April 1, 2005, EnXco moved out and restored the warehouse and office areas to their <br /> original condition. Ms. Tani advised that the concrete flooring in the warehouse area <br /> was in excellent condition, and that no staining or evidence of release was observed. <br /> Ms. Tani also advised that the warehouse area was renovated and that Bunzl is <br /> currently occupying the space. The office space is in the process of being renovated to <br /> accommodate Bunzl. <br /> 3.5.3 Hazardous Materials <br /> SECOR observed 160 pounds of SHC 460 lube oil, 20 gallons of Mobile DTE 11 <br /> hydraulic oil, 15 gallons of ISO 32 hydraulic oil, twenty-four 16-ounce cans of Parts <br /> Cleaner, twelve 16-ounce cans of Primer Paint, two 55-gallon drums of ISO-320 Ultra <br /> Gear lube, and one 55-gallon drum of QSOL 300 cleaning solvent stored within <br /> secondary containment in the warehouse area of EnXco at the time of inspection. <br /> Waste oil was collected in 55-gallon drums and disposed of by Safety-Kleen, who also <br /> serviced the parts washers at the facility. EnXco also utilized propane in its forklifts and <br /> for a portable heater used in the warehouse area. <br /> SECOR observed five cases of low-grade detergent stored in the warehouse area of <br /> Bunzl at the time of inspection. <br /> Title III of the 1986 Superfund Amendment and Reauthorization Act (SARA), also known <br /> as the Emergency Planning and Community Right-to-Know Act (EPCRA), requires <br /> notification to the public of potentially hazardous chemicals in their communities. A <br /> facility that is required under the Occupational Safety and Health Administration (OSHA) <br /> Act of 1970 and associated regulations to prepare or have available material safety data <br /> sheets for hazardous chemicals present at the facility may also be subject to additional <br /> requirements under EPCRA if: <br /> • The facility also has hazardous chemicals present at any one time in quantities <br /> exceeding 10,000 pounds. <br /> Final ESA Report-30096.009-Tracy CA.doc 8 SECOR International Incorporated <br /> April 14,2005 <br />
