3.5.7 Wastewater Discharges
No wastewater discharges were observed on the subject property.
3.5.8 Air Emissions
The subject property is located in San Joaquin County, California. San Joaquin County
is currently designated by the EPA as a serious non-attainment area for National
Ambient Air Quality Standards (NAAQS) for ozone. In addition, parts of San Joaquin
County are designated as a moderate non-attainment with the NAAQS for particulate
matter. The area is in attainment with the NAAQS for all other criteria pollutants.
Neither facility conducts operations that require air permits.
3.5.9 Indoor Air Quality
SECOR inquired about any known indoor air quality concerns at the subject property.
Mr. Deprater and Mr. Shokraii both stated that there were no known air quality concerns
within the subject property buildings and that they were not aware of any previous
complaints from tenants regarding odors or other air quality matters.
3.5.10 Aboveground Storage Tanks
No aboveground storage tanks (ASTs) were observed on the subject property, and no
reports or other evidence that would indicate the former or current presence of ASTs
was discovered in the investigation of the subject property.
3.5.11 Underground Storage Tanks
No reports or other evidence indicating the former or current presence of underground
storage tanks (USTs) was observed on the subject property.
3.5.12 Pipelines
No reports or other evidence that would indicate the presence of underground pipelines
containing hydrocarbons or other products was discovered during the investigation of the
subject property.
3.5.13 Polychlorinated Biphenyls
Electrical transformers, hydraulic equipment, capacitors, and similar equipment may
contain polychlorinated biphenyls (PCBs) in hydraulic fluids or dielectric insulating fluids
within the unit. Fluorescent light fixtures have ballasts that may contain PCBs. The
federal Toxic Substances Control Act (TSCA) generally prohibited the domestic
manufacture of PCBs after 1979. There is potential for the dielectric fluid in electrical
and hydraulic equipment manufactured prior to that date to contain PCBs.
One pad-mounted electrical transformer was observed on the subject property. The
transformer was determined to be owned by owned by PG&E and were not labeled as to
Final ESA Report-30096.009-Tracy CA.doc 10 SECOR International Incorporated
April 14,2005
