Eduardo <br /> • Drwata/D1 O1CsRran&CAGov@DOT <br /> I%r� Subject Charlie Jacob Encroachment Permit <br /> Tom. <br /> This is a follow-up to our February 8, 2005 meeting with Mr. Jacobs regarding his need to obtain an <br /> encroachment permit from the State As you know, his development does not have direct access to SR <br /> 12 but is directly off of Glasscock Road. However, San Joaquin County has imposed Caltrans IGR <br /> recommendations on Mr Jacobs development to make recommended improvements to address the <br /> operational concems that the State has with SR 12 and Glasscock Road. These improvements consists <br /> of the following <br /> • Lengthening the existing eastbound Left turn lane <br /> • Construction of a westbound deceleration lane and acceleration lane into Glasscock Rd <br /> • Bring Glasscock Rd to meet current STAA truck turning radius,which in tum requires the <br /> replacement of the existing narrow bridge across the irrigation canal <br /> Mr Jacobs engineer has provided documentation that the cost of the above roadway improvements are <br /> well in excess of$1 million, net including the cost of replacing the bridge. However, The traffic Study <br /> prepared for Mr. Jacobs development accounts for only 3% of the traffic that will be using Glasscock Road <br /> but yet his development is being asked to fund the full cost of the recommended improvements in the <br /> IGR. Mr. Jacob has indicated that the IGR recommended improvements will make his development <br /> infeasible to do and is an unfair burden placed on his development. He has requested the waiver of the <br /> Caltrans IGR requirements in lieu of paying his fair share to mitigate future impacts at the intersection <br /> Because Mr Jacobs development does not have a direct encroachment onto SR 12, his development <br /> does not need an encroachment permit from the State. The appropriate permitting agency for his <br /> development is San Jaoquin County. I am recommending that your office issue an updated IGR <br /> recommendation to San Joaquin County requesting that Mr Jacob have the option to pay his fair share to <br /> mitigate future impacts at the SR 12/Glasscock Rd intersection. <br /> If you have any questions, please call me at ext 3819. <br /> Alex Menor, Chief <br /> D10 Encroachment Permits Office <br />
