Avenue <br /> Stockton, California 95205 <br /> Ji <br /> a°i;ji� <br /> .ATTENTION: Mr. Chandler Martin <br /> Dear Mr. Martin: <br /> This latter is in response to your notice of a Use Permit application submitted by <br /> Dharm Singh for a community temple (Application Number UP-96-6) to be located at <br /> 16101 West Grant Line Road, Tracy, California. <br /> Our residence is located on the same side of Grant Lane Road approximately 150 yards <br /> east of the proposed project site (Parcel Number 209-190-24) . There are no <br /> dwellings between our residence and the proposed project site. <br /> In recent years we have observed the applicant's property to become mor.e and more <br /> neglected and run down. Apparently, the deterioration and neglectful appearance <br /> of the property began when the owners moved elsewhere and rented the property <br /> to other tenants. <br /> Specifically, we have noticed the house on the property to need repairing; sheds, <br /> driveways and open areas becoming congested with trash, and an assortment of <br /> trailers and broken-down vehicles now scattered about the property. Apparently, <br /> one o; more of the trailers have people living in them.. The owners may or may <br /> not be aware of all of the current tenants. <br /> Of significant concern, is a large shed or barn located at the rear of the living <br /> area of the property. At many times of the day and night, we hear the loud and <br /> chaotic sound of barking dogs, howling and yelping as though they were fighting <br /> or being hurt. We do not know .f the tenants are operating a kennel and, if so, <br /> whether or not they have a permit to have so many dogs on the premises. <br /> Also, of concern to us, is at least two dogs owned by A mar_ named "Buster" who <br /> lives in one of the trailers on the property. On several occasions, Busters' <br /> dogs have come on to our property, gotten into our chicken pen, and killed at <br /> least 10 of chickens. When we confronted him with the above information, <br /> Buster said that he would secure his dogs. However, the dogs continue to be <br /> on our property from time to time, looking to attack our chickens. <br /> A third concern that we have is the fact that there is increased traffic on <br /> Grant Line Road. This once rural road has become a main thoroughfare for <br /> thousands of vehicles traveling to and from the Bay Area each weekday. <br /> It is my opinion that a proposed religious temple will not be in harmony with the <br /> rural and agricultural intent of the neighborhood. There is no doubt that the <br /> ;ncreased traffic that will be created by the proposed project will result in <br /> increased traffic and congestion in this area than may be environmentally <br /> appropriate and safe. <br />
