PUBLIC HEALTH 'SERVICES
SAN JOAQUIN COUNTY z
ENVIRONMENTAL HEALTH DIVISION N ``
Karen Furst, M.D., M.P.H., Health Officer
`A
i
304 East Weber Avenue, Third Floor • Stockton, CA 95202 rFou
i 2091468-3420
f
E
March 1, 1999
i
To: Dharm Strah
16101 Grant Line Road
Tracy, CA
Application UP-96-6 was approved with the attached conditions. San Joaquin
Environmental Health Division issued septic permit 4016502 on August 6, 1998. You
should have performed condition one prior to obtaining a septic permit.
On October 11, 1998 I was called to inspect a commercial septic system being
installed at 16101 Grantline Road Tracy by Mark Morton. The system consisted of three
(3)tanks carrying a total of 6000 gallons in capacity leading to eight (8) one hundred-foot
long leachlines. I signed the permit since all work was performed in accordance with the
standards of San Joaquin County and our office issued a permit.
On February 16, 1999 I witnessed a soil suitability perk test by Walter Curtis on
this same property. This test failed for two reasons. The percolation rate was 120
minutes per inch. This does not meet our 60 minutes per inch requirement. The
investigation also showed the ground water to be six feet four inches (6'4")to seven feet
six inches (7'6") from the surface. San Joaquin County Public Health Services
Environmental Health Division- Sewage Standards, Section 10.3.11 states "there shall
be a minimum of a three (3)foot separation between the bottom of a leach field trench or
ponds and perched water and a minimum of a five (5)foot separation between the bottom
of the leach trench or ponds and the static groundwater table. The depth to the bottom of
the trench from the top of the ground is three and one-half feet (3 %')minimum. The
depth between the bottom of the trench and the top of the water table is two foot and ten
inches (2'10"). This is well under the five-foot (5')minimum. Either of these conditions
would make the use of leach lines in this area unacceptable.
Therefore we are rescinding the previously issued permit to use the septic system
at 16101 Grantline Road. A package treatment plant or a mounded system is the
acceptable forms of septic disposal for this soil with this high water table.
If you have any questions regarding this matter, contact Johnny Yoakum, E.H.S. of my
staff at (209) 468-3147.
Karen Furst M.D.;M.P.H.
F
Health Officer
Mike Huggins, Supervising R.E.H.S., R.D.I
Environmental Health Division
(1) Enclosure
A Division of San Joaquin County Health Care Services
