Unlike the proposed project,this alternative would result in no impact associated with tree removal because the <br /> approximately 200 mature trees along both sides of Grant Line Road(see Figure 4.10-2 in Section 4.10,`Biological <br /> Resources")would not be removed(because Grant Line Road would not be widened under this alternative). _ <br /> The scale of the above-listed impacts would be considerably smaller under the No-Project Alternative than the scale of <br /> the impacts that would occur under the proposed project because less than 1%of the project site would be affected <br /> under this alternative versus the full 815 acres of the project site under the proposed project(e.g.,most of existing on- <br /> site habitat would be retained under this alternative).[Lesser] <br /> Transportation <br /> The No-Project Alternative would include the development of 18 new residential units that would generate an <br /> estimated 13 total a.m.peak-hour trips and 18 total p.m.peak-hour trips(TJKM Transportation Consultants — <br /> 2005b).By comparison,the proposed project would include development of 2,302 residential units, 1.5 acres of <br /> neighborhood commercial,256,130 sf of office commercial, 1,507,260 sf of limited industrial,two K-8 schools,a <br /> 108.8-acre community college,and other public facilities.This development would generate an estimated 4,997 _ <br /> a.m.peak-hour trips and 5,913 p.m.peak-hour trips(TJKM Transportation Consultants 2005a). <br /> As discussed in Section 4.11,"Transportation,"the roadway network planned to accommodate buildout of the <br /> MHMP area,including the project site,has been approved as part of Specific Plan I Neighborhoods E,F,and G <br /> and/or or has been proposed as part of the proposed project(e.g.,widening of Grant Line Road from Hansen Road to <br /> I-205,further widening of Mountain House Parkway from Mascot Boulevard to I-205).For this reason,buildout <br /> under the MAW is self-mitigating with respect to all arterials except Altamont Pass Road,because adequate <br /> roadway improvements would be provided to mitigate significant level-of--service(LOS)impacts on these arterials. <br /> However,traffic from buildout of the proposed project would contribute to unacceptable LOS conditions on the <br /> local freeways and Altamont Pass Road.These traffic impacts would be significant and unavoidable. — <br /> Although the No-Project Alternative would result in the generation of 13 a.m.peak-hour and 18 p.m.peak-hour trips,it <br /> is likely that these trips would have no measurable effect on arterial and freeway LOS.Therefore,no impact would _ <br /> occur.If some measurable effect on arterial and freeway LOS were to occur under this alternative,this alternative <br /> would still have far lesser traffic impact than the proposed project because it would add less than I%of the trips to be <br /> generated under the proposed project to the local arterial and freeway systems.[Lesser] <br /> Air Quality <br /> The No-Project Alternative would include development of 18 residential units on approximately 7 acres. Because <br /> of the size and type of this development, and because this development would be spread out over 18 separate <br /> parcels of the project site and likely not occur all at the same time(if at all),this development would generate <br /> marginal and less-than-significant construction and operational emissions and no toxic air contaminant(TAC) — <br /> emissions or odors.By comparison,the proposed project would generate: <br /> significant temporary construction emissions of criteria pollutants; _ <br /> • significant and unavoidable TAC emissions, specifically from diesel exhaust during construction; <br /> • significant odors; <br /> • less-than-significant local mobile-source carbon monoxide(CO)emissions; and _ <br /> significant and unavoidable long-term regional emissions of criteria pollutants.[Lesser] <br /> Noise <br /> Development under the No-Project Alternative would generate minor and less-than-significant short-term,temporary <br /> construction noise,minor and less-than-significant long-term traffic noise,and no stationary source noise.Because <br /> future predicted noise levels on the project site would be affected to a substantial degree by traffic generated on <br /> EDAW College Park at Mountain House Specgic Plan 111 Draft EIR — <br /> Alternatives to the Proposed Project 5-8 San Joaquin County <br />
