Public Health and Safety <br /> Like the proposed project,the MHMP Buildout Alternative would include development of mixed uses across the <br /> 815-acre project site and development of utilities infrastructure and roadways within the off-site infrastructure <br /> sites. Like the proposed project,this alternative would result in: <br /> a significant potential for exposure to preexisting hazardous materials(including listed hazardous materials <br /> sites), <br /> a less-than-significant potential for exposure to hazardous materials associated with upset and accident <br /> conditions, <br /> a less-than-significant potential to emit hazardous emissions or handle hazardous materials within one-quarter <br /> mile of a school, <br /> a significant potential for exposure to hazardous materials associated with locating a school site in an area of <br /> potential hazards, <br /> r a significant potential for exposure to pipeline hazards, and <br /> a less-than-significant potential for exposure to EMFs. <br /> However,this alternative would include 376 more residential units(and associated residents and school age <br /> children)than the proposed project and thus could potentially expose a larger permanent on-site population to <br /> preexisting hazardous materials than the proposed project. Also,although School A would be located well away <br /> from the existing PG&E natural gas pipelines and Chevron crude oil pipeline under the proposed project(Figure <br /> 3-6B in Chapter 3,"Project Description"), School A under this alternative would be located adjacent to or close to <br /> these pipelines(Figure 3-4) and could potentially be inconsistent with CDE school siting requirements,thus <br /> — requiring relocation. Finally, although the proposed project would provide setbacks between the pipeline <br /> easements and proposed residences,thus greatly limiting the number of residences proposed within the pipeline <br /> No Build Zone and Hazard Notification Zone(Figure 4.9-4 in Chapter 4.9,"Public Health and Safety"),no such <br /> setbacks are proposed under the MHMP Buildout Alternative.[Greater] <br /> Biological Resources <br /> Both the MHMP Buildout Alternative and the proposed project would disturb the 815-acre project site and off- <br /> site infrastructure sites. Like the proposed project,this alternative could result in: <br /> a less-than-significant impact on general biological resources and their habitat, <br /> a significant impact on special-status plants, <br /> a less-than-significant impact on special-status amphibians and reptiles, <br /> a less-than-significant impact on Swainson's hawk, <br /> a significant impact on burrowing owl, <br /> a significant impact on other nesting raptors, <br /> a significant impact on other special-status nesting birds, <br /> a less-than-significant impact on loss of foraging habitat for other special-status birds, <br /> a significant impact on San Joaquin kit fox, <br /> a significant impact on jurisdictional waters of the United States, and <br /> a less-than-significant impact on trees. <br /> Because the MHMP Buildout Alternative and the proposed project would convert the 815-acre project site from <br /> agricultural to urban uses and would include construction with most of the off-site infrastructure sites,the <br /> biological resources impacts would be similar between these two scenarios. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 5-13 Alternatives to the Proposed Project <br />
