The Mountain House Development Title Text Amendment is consistent with the General <br /> Plan, the Master Plan, and the Public Financing Plan. <br /> This determination can be made because the changes facilitate the development of <br /> small lot and small home products, in accordance with General Plan and Master Plan <br /> policies regarding the production of affordable housing and the provision of housing <br /> for a variety of income ranges.The changes would be consistent with the Public <br /> Financing Plan because the subject property would be developed in accordance with <br /> designated land uses and densities. <br /> 2. The Mountain House Development Title Text Amendment shall not adversely affect the <br /> Jobs/Housing Program or housing affordability. <br /> This determination can be made because the changes to the Mountain House <br /> Development Title would have no impact on the jobs/housing program in Mountain <br /> House.The changes are restricted to residential lot and structure standards. On the <br /> other hand,the proposed changes would have a positive impact on housing <br /> affordability since it would facilitate the development of attached residences on small <br /> lots,small homes,and second unit dwellings. <br /> 3. All applicable provisions of the Mountain House Development Agreement have been met. <br /> This determination can be made because the Development Agreement for the subject <br /> property(Development Agreement by and between County of San Joaquin and PCCP <br /> Mountain House,LLC, Relative to the Development of Certain Property within the <br /> Mountain House Community) incorporates provisions of the existing, principal <br /> Mountain House Development Agreement(Amended and Restated Master Plan <br /> Development Agreement by and between County of San Joaquin and Trimark <br /> Communities Relative to the Development of Certain Property within the Mountain <br /> House Community)and modifies and supplements those provisions only as <br /> necessary. Additionally, this determination can be made because the proposed <br /> Development Agreement for the subject property vests certain provisions/sections of <br /> the General Plan, Master Plan,the Mountain House Development Title, and Specific <br /> Plan III,that have previously been found to be consistent with said documents(e.g., <br /> the Public Land Equity Program Ordinance). <br /> 34 <br />
