D. Roadway, streetscape, and landscaping shall be designed consistent with all Community <br /> Approvals including applicable..provisions of the MHCSD Design Manual. Timing: 'the design <br /> plans associated-with.each phase of the�develbpment shall be completed and approved by the <br /> MHCSD General Manager prior to <br /> the approval of the Final Map for that phase. <br /> E. The roadway landscape construction plans shall be processed andapproved by the MHCSD <br /> General Manager concurrently with the improvement Plans for any phase within the Tract 3601 <br /> development. <br /> F. The collector street network and landscape treatments shall comply with all Community <br /> Approvals including applicable provisions of the Neighborhood `AIB' Landscape Guidelines, the <br /> MHCSD Design Manual and MHCSD-Standards. <br /> G. Provide landscape setback, planting and fencing along North Property Line of Parcel 'A', per SP <br /> III document requirements, MHCSD Design Manual, and consistent with all appropriate . <br /> Community Approvals. Landscape slopes shall not exceed 3:1. <br /> H. Landscaping and architectural design of.all parcels, including Parcel 'A', designated as HOA or <br /> Landscape Maintenance District,shall be consistent with all Community Approvals including <br /> applicable provisions of the MHCSD Design Manual and MHCSD Standards. The design plans <br /> associated with each phase of the development shall be completed and approved by the <br /> MHCSD General Manager prior to the approval of the Final Map for that phase. <br /> I. Masonry walls, consistent with the MHCSD Design Manual and MHCSD Standards, shall be <br /> installed at the property line between residential properties and all public or private landscape <br /> parcels. This shall include all parcels directly abutting the Open Space/Linear Park and/or those <br /> that are abutting the Water Reservoir site, and the North Property Line of Parcel W. View <br /> Fencing or no fencing may be permitted in locations where residences face the Open Space as <br /> deemed appropriate by the MHCSD. Plans to be consistent with all Community Approvals <br /> including applicable provisions of the MHCSD Design Manual, MHCSD Standards, and any <br /> applicable Special Purpose Plan. Timing: Improvement Plans approved by CDD and MHCSD <br /> prior to first building permit. <br /> J. All landscape pedestrian through-block connections shall be a minimum of 30 foot width. <br /> Timing: prior to approval of the first Final Map. <br /> 50. South Community Park: <br /> A. Community Park land identified within Specific Plan III shall be dedicated to MHCSD on a <br /> minimum of a pro rata basis, as determined by MHCSD, with the applicant to pay fair share of all <br /> park improvements. Timing: prior to approval of first Final Map. <br /> B. The entire South Community Park shall be designed to a 30% design completion level <br /> consistent with all Community Approvals including applicable provisions of the Parks, Recreation <br /> and Leisure Plan and the MHCSD Design Manual. The design of the park shall be reviewed by <br /> both the DCRC and MHCSD and approved by the MHCSD. Timing: condition shall be met prior <br /> to issuance of the first building permit within Tract 3601, <br /> C. The MHCSD General Manager may allow the South Community Park to be constructed in <br /> phases to be consistent with usage demand and other public interest considerations. Final <br /> design of the first phase of the South Community Park shall be completed before start of <br /> construction. Construction of the first phase of South Community Park shall begin no later than <br /> the time at which 50% of the dwelling units for Specific Plan III have been issued a building <br /> Conditions of Approval -22 - PA-0700093 <br />
