MOUNTAIN HOUSE PROPOSED AI.TAMONT HEIGHTS TENTATIVE MAP 4. ENVIRONMENTAL CHECKLIST 4.3 AiR QUALITY SIGNIFICANT IMPACTS IDENTIFIED IN 2005 SPlIIE1R The SPIIIEIR identifies five air quality impacts associated with development of Specific Plan 11I,of which the proposed Altamont Heights project is a part. One, concerning generation of local mobile-source carbon monoxide concentrations, was less than significant. The following impacts were identified as potentially significant: Impact 4.12-1:Air Quality—Potential Generation of Temporary, Short-Term Construction Emissions of Criteria Air Pollutants. Construction activity under the [development of Specific Plan HI] would generate temporary emissions of.criteria pollutants that could interfere with the attainment of ambient air quality standards, and would generate fugitive dust that could adversely affect adjacent agricultural crops. Although the MHMP requires compliance with SJVAPCD control treasures designed to mitigate construction emission impacts of new development, it does not identify the specific control measures or guarantee that the latest version of the control measures would be implemented. A signifacant impact could occur. Impact 4.12-2:Air Quality—Potential Generation of Toxic Air Contaminants. [Development of Specific Plan III] could include the demolition or renovation of existing structures that contain asbestos, resulting in an exposure hazard from the airborne entrainment of asbestos. In addition, [development of Specific Plan 111] could include the use of i diesel-fueled vehicles that could result in the generation of diesel PM emissions that r exceed S.VAPCD significance thresholds. A significant and unavoidable impact could occur_ Impact 4.12-3:Air Quality—Possible Temporary and Occasional Exposure of New Sensitive Uses to Odors. [Development of Specific Plan 1I11 would not include the types of land uses that would generate objectionable odors that could adversely affect either existing or proposed sensitive land uses. However, [development of Specific Plan III] could result in the development of new sensitive land uses(residential)adjacent to two existing on-site dairies. This could expose the new sensitive uses to objectionable odors from these dairies on a temporary basis until these dairies are replaced with urban development under the proposed project. A significant impact could occur. Impact 4.12-5: Air Quality—Increased Long-term Regional Emissions of Criteria Pollutants. Implementation of[Specific Pian 1111 would result in increases in long-term regional emissions,primarily associated with mobile sources that would exceed S3VAPCD's recommended significant thresholds of 10 tons per year for reactive organic gasses and 10 tons peryear for nitrogen oxides. A significant and unavoidable impact would occur. MITIGATION MEASURES IDENTIFIED IN 2005 SPIIIEIR The SPIIIEIR proposed mitigation measures that would make Impacts 4.12-1 and 4.12-3 less than significant. Mitigation Measure 4.12-1 states that SPHI developers shall implement the latest version of the SJVAPCD construction emissions control measures during construction. Mitigation Measure 4.12-3 states that developers shall not construct residences within 1,400 feet of the two dairies until the dairies cease operation and the dairy waste ponds and animal 4-13
