ENVIRONMENTAL CI-MCKLIST <br /> 4.7 HAZARDS <br /> a SIGNIFICANT IMPACTS IDENTIFIED IN 2005 SPIIIEIR <br /> The SPIIIEIR identified seven impacts.related to potential hazards. Four, involvin exposure <br /> to hazardous materials during construction, release of hazardous emissions and materials <br /> within one-quarter mile of a school, exposure to electromagnetic fields, and exposure to non- <br /> potable water, were determined to be less than significant. One, involving the locations of an <br /> elementary school, does not pertain to the proposed project, which does"not include a school. <br /> L The following two impacts were determined to be potentially significant and�pertain to the <br /> s <br /> proposed project: <br /> Impact 4.9-1: Public Health and Safety.:Possible Exposure to Pre-Existing <br /> Hazardous Materials During Construction. The proposed project could unearth or <br /> otherwise disturb pre-existing hazardous materials at thero" <br /> ect site <br /> p J during <br /> construction,potentially exposing construction workers or others to hazardous <br />{ materials. A significant impact would occur. <br /> Impact 4.9-5: Public Health and Safety Exposure to Pipeline Hazards. The <br /> proposed project would result in the development of sensitive land uses in close <br /> proximity to existing natural gas and crude oil pipelines, and would expose persons to <br /> contamination or explosion hazards associated with the pipelines. A significant <br /> impact would occur. <br /> MITIGATION MEASURES IDENTIFIED IN 2005 SPIIIEIR <br /> Mitigation Measure 4.9-1 in the SPIIIEIR addresses possible exposure to pre-existing <br /> hazardous materials during construction. It provides for monitoring and the testing of soils <br /> for contamination during construction. Recommendations made by the experts performing <br /> the monitoring and testing shall be implemented. Aboveground and underground storage <br /> tanks, septic systems, refuse piles, waste ponds, and electrical transformers containing PCBs <br /> shall be removed before construction. The San Joaquin County Environmental Health <br /> Department(SJCEHD) shall be satisfied that the contamination has been attenuated and <br /> poses no significant hazard before construction commences or building permits are issued. <br /> i <br /> Mitigation Measure 49-1 states that prior to the demolition or modification of structures <br /> located in the SPIII area, qualified hazardous materials experts shall survey buildings <br /> constructed before 1981 for asbestos and lead-based paint. A licensed asbestos and lead- <br /> based paint abatement contractor shall perform demolition or modification of any structures <br /> containing asbestos or lead-based paint in accordance with applicable regulations. <br /> Implementation of the above mitigation measure would reduce impacts associated with <br /> possible exposure of people to pre-existing hazardous materials during construction to a less- <br /> than-significant level. <br /> Mitigation Measure 4.9-5 in the SPIIIEIR addresses exposure to'hazards associated with the <br /> PG&E—Chevron pipeline easement located northeast of the Altamont Heights project site. It <br /> states that no residences shall be permitted within 68 feet of the edge of the casement. The <br /> northeast corner of the project site is approximately 300 feet away from the pipeline <br /> easement. <br /> 4-3 6 <br /> i; . <br />
