MITIGATION MONITORING AND.REPORTING PROGRAM <br /> ih1TROD CTION <br /> In accordance with the California Environmental QualityAef-(CFQA),San Joaquin Couitty.(County)and <br /> Gerry N. KAmi!os;,LLG(GNIC , LLC);;prepared an environmental impactreport(EIR)that identifies <br /> adverse impacts related to the.College.Park at Mountain House Specific Plan III Project.The EIR also <br /> identifies tiiitrgation measures.:that would reduce or eliminate these impacts. <br /> Section 21.0$1:6 of the.Cal forma Public Resources Code§.l 509.1(d)and 15097 of the Statee-CEQA <br /> Guidelines require public agencies'16 adopt a reporting arid monitoring program for changes to the <br /> project which it has adopted ori aade"a condition of project approval in order to mitigate or avoid <br /> significant effectsoii the environment"'A Mitigation Monitoring and Reporting Program(MMRP)is <br /> required for:the College Park at,Mountain.House Specific Plan III Project because the EIR.for the project <br /> identified potentially significant adverse impacts related to.construction and implementation activities, <br /> i <br /> .and mitigation measures have been identified to mitigate those impacts. <br /> Adoption of the MMRP will occur along with approval of the proposed project. <br /> R <br /> PURPOSE OF MITIGATION MONITORING AND REPORTING PROGRAM <br /> Tlris MMRP has been prepared to ensure that all required mitigation measures are implemented and <br /> completed according to schedule and maintained in a satisfactory manner during the construction of the <br /> project,as required_The MMR.P may be modified by San Joaquin County during project implementation, 44 <br /> as necessary, in response to changing conditions or other refinements. A table has been prepared to assist i <br /> the responsible parties in implementing the MMRp.The table identifies individual mitigation measures, }y} <br /> nionitoring&itigation timing,responsible person/agency for implementing the measure, monitoring and <br /> reporting procedure, and space to confirm implementation of the mitigation measures.The numbering of <br /> mitigation.measures follows the numbering sequence found in the ETR. <br /> ROLES I ANs D RESPONSIBILITIES <br /> Unless otherwise speci Pied herein,San Joaquin County is responsible for taking all actions necessary to <br /> implement the mitigation measures according to the specifications provided for each measure and for <br /> demonstrating that the action has been successfully completed. San Joaquin County, at its discretion, may <br /> delegate implementation responsibility or portions thereof to the developer(GNK, LLC), a licensed <br /> contractor or other designated agent. <br /> San Joaquin County will be responsible for overall administration of the MMRP and for verifying that <br /> County staff members, and/or the construction contractor has completed the necessary actions for each <br /> measure. San Joaquin County will designate a project manager to oversee the MMRP during the <br /> construction:,period. Duties of the project manager include the following: <br /> < Ensure tihat routine o inspections p f the construction site are conducted by appropriate San Joaquin <br /> County staff; check plans,reports, and other documents required by the MMRP; and conduct report <br /> activities. <br /> < Serve as'a liaison between San Joaquin County, the Mountain House Community Services District <br /> (MHCSD), and the construction contractor regarding mitigation monitoring issues_ <br /> < Complete forms and maintain reports and other records and documents generated by the MMRP. <br /> College Park al Mountain House Specific Plan III <br /> San Joaquin County EDAW <br /> t Mitigation Monitoring and Reporting Program <br />
