I + <br /> F1 <br /> MITLGA'TIUN MONITORING AND.REPORTING PROGRAM <br /> ' 1 <br /> ' INTRODUCTION <br /> In accordance v�th the Califomta Ertyu-onmental Quality Act-(CEQA),San Joaquin County.(County)and <br /> (, Gerry N.Kamilos,LLC(GNK,LI t ),.prepared an environmental impact report(EIR)that identifies <br /> adverse impaets related to-the College Park at Mountain House Specific Plan III Project_The EIR also <br /> identifies mitigattori measures that would reduce or eliminate these impacts. <br /> lection 21081160f the California Public Resources Code§1509.1(d)and 15097 of the State CEQA <br /> Guidelines require public agencies"to adopt a reporting and nonitorin <br /> g program for changes to the <br /> protect which it has adopted or made a condition project approval in order to mitigate or avoid. <br /> significant effects on the environment."A Mitigation Monitoring.and Reporting Program(MMRP)is <br /> F1 <br /> required for the College Park at,Mountain House Specific Plan III-Project because the EIR.for the project <br /> 1 identified potentially significant adverse impacts related to ebnstruction and implementation activities, <br /> and mitigation measures have been identified to mitigate those impacts. <br /> Fi, Adoption of the MMRP will occur along with approval of the proposed project. <br /> PURPOSE OF MITIGATION MONITORING AND REPORTING PROGRAM <br /> This MMRP has been prepared to ensure that all required mitigation q g measures are implemented and <br /> completed according to schedule and maintained in a satisfactory manner during the construction of the <br /> project,as required_The MMRP may be modified by San Joaquin County during project implementation, <br /> as necessary, in response to changing conditions or other refinements.A table has been prepared to assist <br /> the responsible parties in implementing the MMRP.The table identifies individual mitigation measures, <br /> monitoring/mitigation timing,responsible personlagency for implementing the measure, monitoring and <br /> F! reporting procedure,and space to confirm implementation of the mitigation measures.The numbering of <br /> mitigation measures follows the numbering sequence found in the EIR. <br /> FROLES AND RESPONSIBILITIES <br /> Unless otherwise specified herein, San Joaquin County is responsible for taking all actions necessary to <br /> . implement the mitigation measures according to the specifications provided for each measure and for <br /> + demonstrating that the action has been successfully completed. San Joaquin County, at its discretion,may <br /> delegate implementation responsibility or portions thereof to the developer(GNK, LLC), a licensed <br /> contractor or other designated agent. <br /> San Joaquin County will be responsible for overall administration of the MMRP and for verifying that <br /> F1 County staff members, and/or the construction contractor has completed the necessary actions for each <br /> measure. San Joaquin County will designate a project manager to oversee the MMRP during the <br /> construction period.
