I <br /> RB. In the event that any of the special determinations required herein cannot be made <br /> and are not waived, approval may nevertheless be given if all of the following conditions can be <br /> satisfied with respect to each such special determination not made: <br /> 1'1 <br /> 1. Practicable and feasible requirements or mitigation measures can be <br /> imposed with respect to the undertaking of the proposed development of the Property, the <br /> implementation of which would allow such special determination to be made; <br /> 2.
