i <br /> MOUNTAIN HOUSE PROPOSED ALTAMONT HEIGHTS TENTATIVE MAP 4, ENVIRONMENTAL CHECKLIST <br /> 4.1 AESTHETICS <br /> I <br /> Master Plan (MHMP) and the MHCSD Design Manual to be completed by the College Park <br /> developers. Because the other impacts were determined to be less than significant, no <br /> mitigation measures were proposed. <br /> DISCUSSION REGARDING PROPOSED PROJECT <br /> a. Have a substantial adverse effect on a scenic vista? <br /> The project site is located approximately 2,500 feet from the I-205 freeway. In its present <br /> undeveloped state, it is visible from the westbound on-ramp at 1-205/Mountain House <br /> Parkway as a part of the overall undeveloped Specific Plan III area. <br /> Design details for the project site have not been prepared,but will be created as the <br /> individual parcels are developed in the future. Housing is likely to be one and two-stories. <br /> Landscaped roadways and sidewalks will be provided as a part of the overall development for <br /> the property. The project site is located north of the college site and will most likely be <br /> partially screened by the size of the future campus buildings. In addition, the grading plan <br /> reflects extensive grading that will lower the knoll approximately 10-15 feet. Scenic vistas to <br /> the northwest/west and southwest will continue to be visible from 1-205,particularly when <br /> traveling west of the Mountain House Community. <br /> The Initial Study prepared for Specific Plan III(2003)states that the impacts on public views <br /> associated with development of Specific Plan III were evaluated in the MEIR(Impacts <br /> M4.8-1 and M4.8-2) and were concluded to be less-than-significant with mitigation <br /> incorporated. The mitigations included requirements for landscape plans and edge treatments <br /> along existing and planned roadways consistent with the Mountain House Development and <br /> Design Manual; review of proposed landscape plans by a design review committee <br /> responsible for design review prior to construction; protection and enhancement of existing <br /> view corridors towards the foothills and Mt. Diablo; landscaping of east-west roadways to <br /> frame views to the west;and periodic breaks in the continuous landscaping plans for north- <br /> south roads to frame views. The proposed project is consistent with the site plan <br /> requirements. As individual parcels are developed, project sponsors must comply with the <br /> type, scale, and mass assumed for the Specific Plan III area in the MHMP,.as well as <br /> complying with the site plan requirements for road layouts. The Initial Study concluded that <br /> development of the Specific Plan III area would not exacerbate the view impacts identified in <br /> the MSIR. Thus,the proposed project is consistent with the findings in the SPIIIEIR. <br /> Mitigation Measures <br /> No mitigation measures are required. <br /> I <br /> 4-5 <br />
