A Nitrate Loading Study, dated March 5, 2007
4 completed by Kleinfelder, Inc. of Stockton, California was found to be incomplete by the San
Joaquin EHD because the study incorporated neighboring property in the Nitrate Loading
calculation along with a differing project description than what was proposed. In addition, the report
also used peak effluent flows for the nitrate loading calculation instead of long term averages. The
EHD has required a revised NLS for project approval. Please refer to the relevant sections of the
Soil Suitability/Nitrate Loading Study (SS/NLS) by Kleinfelder, Inc. for introductory and other
project details. Our office has reviewed the Kleinfelder report.
To expedite San Joaquin County Environmental Health Department (EHD) review, the
! formatting of this report has been designed to follow, to the greatest degree possible, the
structure of the EHD's Nitrate Loading Study Requirements Check&st, dated July 14,2003.
A Nitrate Loading Study was initially required because of effluent leaching into ground water from
septic systems, a nitrate loading analysis was required by the EHD for the proposed development to
measure the potential concentration of percolating effluent and rain fall over the long term. Where
} percolating effluent leaches into the ground, ground water quality may be impacted to some degree
j should the effluent reach ground water.
Fk The method utilized for the nitrate loading analysis is based on a simple mass balance formula,
discussed in a published article by Hantzsche and Finnemore (1992),which provides a convenient
and simplified method to estimate long-term ground-water nitrate impacts on an area-wide basis.
F
2
F LODI ■ SACRAMENTO ■ MODESTO
EWRONMENTAL DIVISION 902 Industrial Way,Lodi,California 95240 11111209.3673701 ■ 209.369.4228 ■www.noar
