PA- <br /> 0500699 OF MIKE & JACQUELINE ERCEG (C/O ARCADIA HOMES) <br /> (APN: 255-250-09, 255-180-04, 255-180-15, 255-260-13, 255-260-14, <br /> 255-260-16) (ADDRESS: 34150 S. GREENWOOD RD, 34740 ST RT 33, <br /> 34701 S. WELTY RD, 35088 S. WELTY RD, TRACY) <br /> The applicant has submitted the above referenced General Plan Map Amendment pre- <br /> application to amend the General Plan designation of six parcels totaling 237.32 acres <br /> from A/G (General Agriculture) and R/R (Rural Residential) to R/VL (Very Low Density <br /> Residential. The underlying project is a Major Subdivision consisting of 393 lots. <br /> The project site is bordered by Greenwood Avenue and State Route 132 on the north, <br /> State Route 33 on the west, and Stanislaus County on the east and south. The project <br /> is located partially in the rural community of Vernalis and partially in unincorporated San <br /> Joaquin County. <br /> Background <br /> A previous Major Subdivision application SU-89-0008 for APN 255-180-15 was <br /> approved by the Planning Commission on October 4, 1990 to subdivide the proposed <br /> parcel into 43 residential lots of 30,000 square feet each with a vesting tentative map. <br /> An EIR was prepared for the project and a significant impact was identified regarding the <br /> proximity of development to the existing Western Farm Services facility, which produces <br /> chemicals. The only mitigation identified for this impact was closure of the facility. The <br /> application's original date of expiration of October 15, 1993 was automatically extended <br /> by two years as a result of Senate Bill 428. The new expiration date became October <br /> 15, 1995. On February 2, 1992 the Planning Commission approved a Revision of <br /> Approved Actions application to modify Conditions of Approval from the U.S. Fish and <br /> Wildlife Service. A second Time Extension application for three years was submitted but <br /> only two years were granted by the Planning Commission on December 7, 1995, <br /> extending the expiration date to October 15, 1997. A third time extension for one year <br /> was granted under Assembly Bill 771, extending the operation date to October 15, 1998. <br />
