Ms.Allen October 31, 2005 <br /> PA 0500699(GP) (Pre-application) Page 3 <br /> The General Plan Map Amendment pre-application does not indicate if either an orchard(s) or a <br /> vineyard(s)will be removed. <br /> The following conditions apply to a vineyard removal: <br /> - Open burning is prohibited at this project site, per Rule 4103. <br /> - All chemically treated wood (i.e. stakes and end posts)from the vineyard must be removed <br /> and disposed of properly. Treated wood shall not be shredded or chipped. <br /> - If shredding or chipping equipment is to be used for processing the vineyard waste, the <br /> equipment shall be permitted by the District, or registered by the California Air Resources <br /> Board or the District as Portable Equipment. <br /> - Visible emissions created from the shredding or chipping equipment shall not exceed 20 <br /> percent opacity or Ringlemann 1 and any standard specified on a Permit to Operate or <br /> Portable Equipment Registration Certificate. <br /> The following conditions apply to an orchard removal: <br /> - Open burning is prohibited at this project site, per Rule 4103. <br /> - If shredding or chipping equipment is to be used for processing the orchard waste, the <br /> equipment shall be permitted by the District, or registered by the California Air Resources <br /> Board or the District as Portable Equipment. <br /> - Visible emissions created from the shredding or chipping equipment shall not exceed 20 <br /> percent opacity or Ringlemann 1 and any standard specified on a Permit to Operate or <br /> Portable Equipment Registration Certificate. <br /> Rule 4601 (Architectural Coatings) limits volatile organic compounds from architectural coatings. This <br /> rule specifies architectural coatings storage, clean up and labeling requirements. <br /> Rule 4641 (Cutback, Slow Cure, and Emulsified Asphalt, Paving and Maintenance Operations). If <br /> asphalt paving will be used, then paving operations of this project will be subject to Rule 4641. This <br /> rule applies to the manufacture and use of cutback asphalt, slow cure asphalt and emulsified asphalt <br /> for paving and maintenance operations. <br /> Rule 4901 (Wood Burning Fireplaces and Wood Burning Heaters) limits PM10 and PM2.5 emissions <br /> from residential development. Construction plans for residential developments may be affected by <br /> section 5.3, specifically: <br /> §5.3 Limitations on Wood Burning Fireplaces or Wood Burning Heaters in New Residential Developments. <br /> Beginning January 1,2004, <br /> 5.3.1 No person shall install a wood burning fireplace in a new residential development with a <br /> density greater than two(2)dwelling units per acre. <br /> 5.3.2 No person shall install more than two (2) EPA Phase II Certified wood burning heaters per <br /> acre in any new residential development with a density equal to or greater than three (3)dwelling <br /> units per acre. <br /> 5.3.3 No person shall install more than one (1)wood burning fireplace or wood burning heater per <br /> dwelling unit in any new residential development with a density equal to or less than two (2) <br /> dwelling units per acre. <br /> More information about Rule 4901 can be found at our website- www.vallevair.org.
