It was the intention <br /> of the EA zones 'to deter developers from considering lands in this zone as potential urban subdivision <br /> property; to provide maximum protection to existing and future agricultural land uses from restrictions <br /> instituted at the request of future residents; and to encourage the highest and best use of the lands so <br /> classified for agricultural purposes.' However, the EA-10 zone provided for non-farm uses as follows: <br /> 'It is the intention of these regulations to discourage the indiscriminate and random location of <br /> non-farm uses. However, it is recognized that in this zone there may be locations such as along <br /> railroads, major highways, or in townsites where uses other than those permitted herein may not <br /> be detrimental to the general welfare of the area. Therefore, all other non-agricultural uses in the <br /> EA Zone shall require the obtaining of a Use Permit as well as at least one advertised public <br /> hearing before being reviewed by the Planning Commission for a decision. It shall be the findings <br /> of the Commission that the proposed use will not be detrimental to the agricultural character of <br /> the area and be of benefit to the community at large before approving non-farm Use Permit <br /> requests. The Planning Commission may establish reasonable conditions to all Use Permit <br /> requests.' <br /> Under the 'Non-Farm Uses' provisions, the EA-10 zone would permit a mobile home park of any density <br /> with an approved Use Permit. <br /> The question before the Planning Commission is not whether the ordinance in 1963 would have permitted <br /> mobile homes for non-employees but whether today's ordinance permits six mobile homes for non- <br /> San Joaquin County UP-63-2484/Flowers <br /> Community Development Page 6 <br />
