Analysis <br /> This item, which ordinarily is heard at staff level, is being referred to the Planning Commission <br /> due to the history of the site and surrounding area. <br /> Background <br /> The Community Development Department approved this Site Approval on January 12, 1994. Public Works <br /> Conditions 11, 14, and 15 were modified on March 2, 1994. The applicant submitted Improvement Plans <br /> on August 15, 1994. The Community Development Department approved the Site Improvement Plans on <br /> September 20, 1994. However, the Roadway Improvement Plans have not been submitted to Public <br /> Works. Concrete Products began operations around January 1, 1995, without the benefit of a business <br /> license. As of August 11, 1995, most of the Conditions of Approval have not been met (e.g., road <br /> abandonment, traffic impact mitigation fees, road improvements, grading, landscaping, paving, parking, <br /> screening, building requirements). On August 11, 1995, the applicant applied for a Revisions of Approved <br /> Actions application to make revisions to Public Works conditions regarding roadway improvements, water <br /> usage, traffic studies, compliance with County standards, and drainage. That application is pending with <br /> a staff action date of September 13, 1995. <br /> General Plan and Zoning <br /> The General Plan and Zoning in the area have not changed, and the area has not developed in a way <br /> that would affect this project. The findings for the approved Site Approval can still be made in the same <br /> manner they were made when the project was approved. <br /> Compliance With Requirements <br /> Because the facility is already operating, it is recommended that the Time Extension be conditioned to <br /> expire on December 31, 1995. This date provides all of the present dry season to complete on-site <br /> improvements and all of the coming fall to install the required landscaping. It also provides adequate time <br /> to process the Revisions of Approved Actions application and complete the roadway requirements.
