San Joaquin Valley RECE�VE� <br /> AIR POLLUTION CONTROL DISTRICT SEP 1 1 2009 <br /> Community Development Dept <br /> September 8, 2009 <br /> Kevin Swanson <br /> San Joaquin County <br /> Community Development Department <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Project: PA-0900195 <br /> District Reference No: 20090533 <br /> Dear Mr. Swanson: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> Use Permit PA-0900195 proposed at 5171 East Harding Avenue, Stockton CA. The <br /> proposed project would include the operation of a truck terminal. The District offers the <br /> following comments: <br /> 1. As discussed below, the District's believes,the project may have a potentially <br /> significant adverse impaction air quality: . <br /> a. The District conducted a screening level risk analysis of the truck terminal <br /> project. The District assumed 98 heavy-heavy duty truck trips per day, <br /> traveling a distance of 0.2 miles on site, idling for 5 minutes with no <br /> Transportation Refrigeration Units (TRU) time. The analysis shows that <br /> residents within 200 meters of the project would have a health risk of <br /> greater than 10 in a million, the District's significance threshold for health <br /> risk. <br /> b. The District recommends that the proposed project be evaluated to <br /> determine the health impact of Toxic Air Contaminants (TACs) to the near- <br /> by receptors. If the analysis indicates that TACs are a concern, the <br /> District recommends that a Health Risk Assessment (HRA) be performed. <br /> If a HRA is to be performed, it is recommended that the project proponent <br /> contact the District to review the proposed modeling approach.
