El Dorado Street • Stockton, CA 95202-1997 <br /> September 10, 2009 <br /> Kevin Swanson <br /> San Joaquin County Community Development <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> A USE PERMIT FOR A TRUCK TERMINAL CONSISTING OF CONSTRUCTION OF <br /> 27,000 SQFT BUILDING AND PARKING OF UP TO 150 TRUCKS. <br /> 5171E HARDING WAY APN 101-220-03 PA-0900195 (UP) PRE-APPLICATION <br /> Engineering and Transportation Planning staff has reviewed the subject application. <br /> Based on our review, conformance to the City of Stockton Standard Specifications and <br /> Plans is recommended. In addition, the following comments are offered: <br /> 1. Overall, there is concern with the adequacy of the existing roadways that would <br /> be serving the project site location including Harding Way and Darrigo Lane <br /> which have narrow pavement widths, unpaved shoulders and possibly <br /> inadequate structural sections to accommodate the anticipated substantial <br /> project truck traffic. Roadway intersections leading to the site may not be <br /> adequate to enable legal truck turn movements and should be evaluated if <br /> improvement modifications may be necessary. Further, should the site be <br /> served by STAA (Surface Transportation Assistance Act) type trucks, an STAA <br /> route designation should be required to the site and on-site accommodations <br /> may be necessary should the site serve as the STAA route termini. <br /> 2. The owner/applicant shall install full frontage improvements on Harding Way <br /> within the limits of the site, including but not limited to, sidewalks, street lighting, <br /> and driveway installation. Said improvements shall be installed prior to initiation <br /> of permitted use. Should installation of these improvements prove impractical, <br /> due to existing physical constraints, the owner/developer should enter into and <br /> record a Deferred Improvement Agreement whereby the owner/developer agrees <br /> to install the required improvements at such time as it is practical. Further, all off- <br /> site improvements shall conform to City of Stockton Standard Plans and <br /> Specifications. <br /> 3. The parking lot and all vehicular travel areas should be paved to prevent the <br /> tracking of dirt and debris onto public roadways.
