At its regular meeting of November <br /> 1, 1994, the City Council reviewed the material you provided and directed staff to submit this letter <br /> with the following comments. <br /> Both of the City's concerns deal with traffic. First, according to the attachment provided by Valley <br /> Material Transportation, Inc., the trucks that they use destroy asphalt paving when they tum in a <br /> small space_ The Roth Road interchange has a fairly tight turning radius and the City is concerned <br /> that the pavement will be damaged by the trucks. <br /> Secondly, there have been a number of truck terminals and other developments approved along <br /> Roth Road and Harlan Road, north of Roth in the past couple of years. Each time, the County has <br /> determined that the project has not had a significant impact on traffic within the City limits of <br /> Lathroo. Since all of Roth Road west of the Union Pacific Railroad Tracks and much of the Roth <br /> Road interchange is in the current Lathrop City Limits, traffic impacts on this road are of concern <br /> to us. This is another case of a limited size project which, if it were occurring in a vacuum, would <br /> not have a significant impact on the road system. The problem that Lathrop has is that there have <br /> been no traffic studies done to indicate what the cumulative impacts will be of all of this <br /> development. At some point, there will be a significant adverse impact on Roth Road and the Roth <br /> Road interchange and the County will have allowed those creating the problem to do so without <br /> mitigation.
