Staff sent you a 23 December <br /> 1997 letter stating that your RWD (received without a filing fee on 1 December 1997) was incomplete <br /> and would be held in abeyance by your request until further notice was given to this office. <br /> On 14 May 1998, we received some additional information indicating that the discharge would contain <br /> approximately 60 µgll Methyl tertiary Butyl Ether (MtBE). There was no filing fee with this submittal. <br /> The level of concern for MtBE is 15 ug/l and in the future could be near zero because the compound is a <br /> possible human carcinogen. Therefore, your waste is defined as a"designated" waste, and would be <br /> handled under our Title 27 unit. The filing fee would be $5,000 for 2-A, Title 27 waste discharge <br /> requirements (WDRs). Further, the requirements of the California Environmental Quality Act (CEQA) <br /> must be met before WDRs can be adopted. Since the Regional Board would be the lead agency, you <br /> would have to hire a qualified consultant with expertise in CEQA to generate the appropriate documents <br /> for our approval. <br /> After discussing the above with me in today's telephone conversation, you have decided to withdraw <br /> your RWM, and continue to operate your system in a zero discharge made. After regular monitoring of <br /> the treated wastewater, you may decide to reapply for discharge to land at a later date.
