The Beneto project, as a whole,has a significant impact on the Roth Road <br /> interchange. Since this project began, there have been a number of applications <br /> submitted and approved by the County. Each time,the City of Lathrop has <br /> objected to the approval of the application without proper mitigation of impacts <br /> to the Roth Road interchange. Each time,we have been told that the impact is <br /> not significant enough to require any type of mitigation. Here is another <br /> example of a proposed expansion which may not be significant when taken by <br /> itself but cumulatively,with the already approved portions of the project, could <br /> have a significant impact. 'Phis is not adequately addressed in the initial study. <br /> 2. The fact that there are two applications for expansion of the "same"project is a <br /> perfect example of the segmentation that has occurred with this project. It could <br /> be argued that sequential applications were appropriate when they occurred at <br /> different times,although there should have still been a cumulative look at the <br /> impacts of these applications. These two applications are clearly an attempt at <br /> minimizing the impacts to be identified by the County in processing the permits. <br /> 3. The Roth Road interchange is within the City Limits of Lathrop. We are <br /> responsible for any needed improvements to this interchange. Most of the <br /> increased traffic in recent years has come from County-approved projects and yet <br /> no mitigation for this impact has been required.
