Following is the Board staff understanding of the <br /> project as proposed in the ED, a description of the Board's role as a Responsible Agency, and <br /> comments on the ED. If the following project description varies substantially from the proposed <br /> project as understood by the lead agency, Board staff requests notification of any significant <br /> differences prior to project approval. <br /> CIWMB ROLE AS A RESPONSIBLE AGENCY <br /> The CIWMB will be a Responsible Agency for the environmental review of this proposed <br /> project, and for concurrence on the required SWFP or revision. Board staff will need to perform <br /> an environmental analysis of this project, using the environmental document developed by the <br /> Lead Agency as required in the CEQA Guidelines, Title 14, California Code of Regulation <br /> (14CCR), Section 15096. The CIWMB operates in cooperation with local government to assure <br /> protection of public health, safety, and the environment from potentially detrimental effects of <br /> improper solid waste management. The CIWMB concurs in the issuance, or revision of a SWFP <br /> with Local Enforcement Agencies to assure that a solid waste facility operates in a manner <br /> consistent with all applicable laws and regulations. <br /> California Environmental Protection Agency <br /> :''riraled on Recycled Paper <br />
