~" 'WW <br /> INTRODUCTION <br /> Ms. Royelle Diamond is creating four Parcels from a 19.6 acre Parcel of land she owns located <br /> south of Harney Lane, one-half mile east of Jack Tone Road, in Lodi. Mr. Chance Wong of Wong <br /> Engineers is the Civil Engineer for this project. The Tentative Parcel Map is being prepared at this <br /> time, however, a preliminary site plan has been prepared and can be found in Appendix "A" of this <br /> report. According to the San Joaquin County Development Title, a Surface and Subsurface <br /> Contamination Report (SSCR) must be conducted prior to the time of Tentative Map submittal. <br /> This project has been approved by the San Joaquin County Planning Commission. <br /> The purpose of this report was to investigate the subject property for real or potential <br /> environmental contamination and report the findings to the Client and the San Joaquin County <br /> Environmental Health Department. This report complies with the San Joaquin County <br /> Ordinance, specifically 9-905.12(a) for a Surface and Subsurface Contamination Report. <br /> Our report addresses and evaluates non-point sources of hazardous materials, as well as potential <br /> point sources. Non-point sources of hazardous materials include agricultural chemical residues <br /> and other contaminants. Point sources investigated that may have affected the subject property <br /> include industrial sites and production facilities, fuel storage tanks, sewage systems, and the <br /> Harney Lane Landfill. <br /> No chemical analysis was conducted for this investigation, nor was there an inspection of the <br /> Diamond residence, and other on-site buildings and structures for asbestos containing materials <br /> (AGMs). This land subdivision will be on individual septic systems and domestic wells, under the <br /> requirements of the Environmental Health Department. A Nitrate Loading Study and Soil <br /> Suitability Study have been completed to assess the viability of this project, and was approved by <br /> the Environmental Health Department (See Report No. V.A.R. NLS 06.01). This included testing <br /> the on-site domestic well for nitrates and the agrichemical dibromochloropropanc (DBCP). <br /> SITE AND SURROUNDING PROPERTY DESCRIPTION <br /> Ms. Diamond owns the subject property. The location and Assessor's Parcel Number are referenced <br /> on the Title Page. The subject property is proposed to consist of four Parcels: Parcel 1, 2, 3 and 4. <br /> Parcel 1 is currently Ms. Diamond's residential Parcel. This Parcel contains a single family <br /> residence, a second unit dwelling, barns, sheds and a metal building. Parcel 1 and 2 have horses <br /> within corrals. It is our understanding that there are no pipeline easements traversing the property, <br /> although there is a 25-foot wide ingress and egress easement on the east side of the entire property. <br /> The site is bordered to the north by a vineyard. To the south is 10 acres with a house and related <br /> ag buildings. To the west are predominately 5 acre ranchettes, and to the east is the San Joaquin <br /> County Migrant Farm Labor Camp and the defunct Harney Lane Landfill. No commercial or <br /> industrial facilities are in proximity to the property. <br /> Page -1- <br /> Chesney Consufting <br />
