May 28,1999
S. J. County Development Departmant
Development Services Division
Attention: Kerry Sullivan
1810 E. Hazelton Avenue
Stockton, CA 95205
I am writing regarding the proposed labor camp that is again being considered on Harney
Lane. I have many of the same concerns that have already been expressed by our community. (
IE. Environmental impact, public services like Sheriff and Fire Dept., public utilities, open sewage
pits and traffic). In addition to these I would like to express a couple of concerns which may not
have been previously raised.
I live on Tokay Colony Rd.,just South of Harney Lane. My concern is the amount of
bypass traffic that already occurs on a daily basis. Every weekend I watch vehicles loaded with
trash headed for the land fill, and I wonder why they use this road to travel. Tokay Colony Rd.
runs East to Tully Rd. and it is there that these vehicles unload items that are not taken at the land
fill without paying an extra fee. Items such as tires, railroad ties, dead farm animals, mattresses
and whole bags of trash are what is dumped.
I understand that a road survey was previously completed on Harney Lane to determine
it's ability to handle the increased traffic should the labor camp be built. But I don't think that
anyone has taken into consideration what happens when the traffic is backed up leaving the labor
camp.
Logic will tell us that if the road out of the labor camp is backed up drivers will find an
alternate route to reach their destination. The first street off Harney leaving the camp would be
Tully Rd. That is where my concern is, because Tokay Colony Rd. is the first road which runs
between Tully and Jack Tone. The second road is Live Oak Rd.. It also runs East and West and
is accessed from Tully Rd.. At the corner of Live Oak Rd. and Jack Tone Rd. is an elementary
school. I am concerned with the increased traffic and potential accidents around the elementary
school and surrounding side roads where our children are waiting for school buses.
I am asking that you please take into consideration that Harney Lane would not be the
only street subjected to increased traffic should the labor camp be approved.
In addition, it is my understanding that the labor camp is to be year round housing. Are
the occupants of this camp going to have year round work or is it seasonal? Will our county be
subjected to un-employment and/or welfare expenses?
Please, when considering the proposed labor camp, take a good look and the whole
picture and what a major impact it would have on the entire community.
Sincerely Concerned,
11
C0.
Mr. Douglas Roe and Family
