May 24, 1999
To: San Joaquin County Planning Commission
From: Ira J. Smith
Subject: Planned Farm Labor Camp Proposal for Harney Lane(Re: Rios)
Dear Commission Members:
My family and I moved from Stockton to the country-eleven years ago to get away from the hustle and
bustle, noise, and problems associated with the city. We have been quite satisfied with our home and
location until now. However, after following the news of a planned, phased in, 400 man labor camp being
built on Harney Lane in the not to distant future we are becoming more alarmed and distressed about such
a plan, and we wish to go on record by saying that we strongly object to the entire proposal whether
phased in or not for now and into the future.
The current transient workforce are just pleased to have a job, and have no problem in finding their own
living accomodations on their own in the local communities and there is no reason why that should not
continue.
It is my opinion that Mr Rios as an entreprenurial businessman has his own personal and private agenda
for persuing such a project and that the County should not be a part of it in any manner. I note with
interest that Mr.Rios does not propose putting the project in his own back yard, but would rather put it
into someone elses.
Please think about 400 men having to live together in very tight quarters. Where are they going for
recreation? They are going to want liquor, beer, wine and women on nights and weekends off. Where do
you think they are going to go to get it or who is going to bring it to them? Someone wanting to make
money will surely bring it to them COD anytime. Please think about the additional traffic it will create on
Harney Lane and the arteries around the site, such as Tulley Rd, Clements Rd, Jack Tone,Kettleman,
Atkinson,Tokay Colony,Live Oak and especially accident prone Highway 88.
We as a rural community beg of you to realistically think of the consequences of such an adventure and
turn it down once and for all.
Thank you for your consideration.
Sincerely,
 ,14W)
J. Smith
L
13227 Atkinson Road
Lodi,Ca. 95240
