The current data (enclosed) supports full mitigation
of the impact to schools at $3.59 per square foot, or $9,052 per dwelling unit. Thi;; data
has recently been updated to recognize the impact of Class Size Reduction im School
capacity.
Many residents of this district have sought exemptions from the schools impact fees for
multitude of valid reasons. The most frequently heard reason is to house parr•r1r,- Or
ether elderly family members in mobile homes on the property. The district position h.1
been, and continues to be, that the current intended use of the residential area is not filler
deciding factor; it is that the increased living space could and will hc,fl:c %,'hool agk
children during the life of the dwelling. There is no process for collecting schools
mitigation fees after building permits have been finaled and occupancy has be{rr1 grar)tr,:.
School districts have the opportunity to mitigate for providing housing and .sorvice• )or
the influx of new students that follows the construction of housing facilities, at the time_
the building permits are issued. No exemptions to Government Code 65995 arp)y in(
the proposed labor camp on Harney Road, regardless_ of the stated intent to house: or1ll
adult males. Further, we have serious concerns about the enforcement of the '101- adc►14
males only" requirement.
The Linden Unified School District will be impacted with an influx of nely --.tridents eau,•
to the installation of the labor camp intended to house only malas. A percentage of Ihc-
adult males who are housed in this labor camp will house their families close by %Vah
relatives and friends. We can make this statement with assurance through extensive„prior
experience with migrant labor/schools enrollment. I was the principal of C;lemvrlad
School for several years, and enrolled many students with one parent living in a l:,bUr
ci,rllp which wasn't even in our school district. Other sites in our district wort- :,Imi:nnla,
affected.
I would respectfully request your respoll_se to this issue its soon as pmsible
cerel ,
i
Ronald Es , Ed.D.
Superin ndent
attachment
