San JoaquinCounty Planners
Stockton, Ca.
Dear Planners;
Again you have before you the request of J. J. Rios to build a labor camp
on Harney Lane. This is not a good plan for San Joaquin County. The street
is now impacted with heavy traffic from an existing camp, the county landfill
and much traffic that detours the towns of Lockeford and Clements while
traveling from the foothill communities to the valley. Heavy trucks from the
gravel plant on Brandt Road use this road because it is much wider and better
maintained than Brandt Road. Adding additional traffic to the road is not good
planning for the community or the county.
Fire and police protection is stretched very thin in this area of the county.
The style of the barracks type of facilities indicates that this will be a
predominatly male camp. Young single men without families will be the
occupants. The traffic on the road will be greatly increased as these young
men drive to the neighboring communities for supplies and entertainment.
Two major drug sting operations in county schools is an indication of the
difficulty to keep drugs and for that matter alchohol away from those who wish
to obtain them. Firearms also could be a threat. This will be a camp of young
men a very long way from home.
I live adjacent to the existing camp. These people are hard working families
and I find them to make excellent neighbors. I realize that you can not
consider the loss of property values, however please consider why the
property values fall when there is a large apartment building added in a
residentual neighborhood. This is a quiet residentual neighborhood that
has been impacted with a county dump and a labor camp without added
sheriff protection as is. I have yet to see a sheriff write a ticket to any of the
many speeding cars on Harney Lane. If there is a need for this camp, and I
question that, then it needs to placed somewhere else to more evenly
distribute this type of facility throughout the county.
You must vote against this proposed development. The economics in this plan
will pay Mr. Rios very well. His concern for the workers, I would guess, is not
the main reason for building this camp.
Sincerely,
e Din
