Chapter 3 <br /> ENVIRONMENTAL ISSUES <br /> This chapter addresses those environmental issues associated with <br /> the project, provides an environmental setting and analysis sufficient <br /> to establish an environmental baseline, and proposes mitigation <br /> measures to avoid or reduce to insignificance the potential <br /> environmental impacts. <br /> A. Seismic <br /> Setting <br /> The NCRCSL site is located within Seismic Zone 3 , the <br /> second most stringent classification for earthquake design under <br /> the Uniform Building Code (UBC) . The nearest known faults are <br /> the Bear Mountain and Melones Fault Zones located within the <br /> Sierra Foothills Fault system approximately 20 miles east of the <br /> project site. The Melones Fault Zone is classified as "active" <br /> (demonstrated displacement within the last 100, 000 years) by <br /> Woodward and Clyde in their 1977 work related to the seismicity <br /> of the Auburn Dam area. The Bear Mountain Fault Zone is <br /> classified as "intermittently active" (definitive evidence has <br /> not been established concerning its activity within the last <br /> 100, 000 years) . Based on Woodward and Clyde's work, it is <br /> suspected that a maximum credible earthquake of Richter <br /> Magnitude 6 . 5 is possible on the Foothills Fault system. <br /> Analysis <br /> The proposed Solid Waste and HHW Recycling Programs will be <br /> housed within the large (65, 000 square feet) Recycling Center <br /> Building. Construction of this structure has taken into <br /> consideration the UBC seismic zone requirements. <br /> Mitigation Measures <br /> None required. <br /> B. Air Ouality <br /> Setting <br /> The project site is located within the San Joaquin Valley <br /> Air Basin. San Joaquin County has, in the past, exceeded <br /> Federal Standards for ozone. Ozone is a public health concern <br /> because it is a respiratory irritant, is toxic to plants, and <br /> reacts chemically with many different materials. <br /> 11 <br />
