Noise estimates <br /> prepared by Jones and Stokes for the sanitary landfill Draft <br /> Environmental Impact Report indicated that vehicle traffic along <br /> Harney Lane as a result of the landfill would increase CNEL <br /> (community noise equivalent levels) from an average of 43 .5 <br /> decibels to 43 .9 decibels (a 1% increase) . The onsite noise <br /> generated by the landfill operation was estimated to be 60 <br /> decibels, A-scale (DBA) at the northeast corner of the NCRCSL <br /> property, and 53 DBA at the closest offsite residence (2 , 300 <br /> feet east of landfill area) . The Recycling Projects are not <br /> expected to increase these noise levels to a perceptible <br /> increment. As long as recycling operations are confined to <br /> daytime hours (generally 7 : 00 a.m. to 7 : 00 p.m. ) , no offsite <br /> noise impacts are anticipated. <br /> Mitigation Measures <br /> None required. <br /> D. Land Use <br /> Setting <br /> The NCRCSL is located on a 320-acre parcel on the south <br /> side of Harney Lane opposite Atkins Road. (Refer to Figure 1: <br /> Vicinity Map) The landfill operation, including the Recycling <br /> Center Building, occupies the southerly two-thirds of the <br /> parcel. The northerly one-third of the parcel is utilized as <br /> wetlands mitigation and berms to visually screen the landfill <br /> from Harney Lane. <br /> The landfill property is surrounded by agricultural lands <br /> (primarily pasture and orchards) and scattered residences. The <br /> NCRCSL facility is recognized in the Land Use/Circulation <br /> Element of the San Joaquin County General Plan and operates <br /> under a Conditional Use Permit granted by the County Planning <br /> Commission. <br /> Analysis <br /> The addition of the Full Scale Solid Waste and HHW <br /> Recycling Programs to the NCRCSL operation are minor additions <br /> to the NCRCSL facility and will not require an amended <br /> Conditional Use Permit.
