waste recycling centers are developed. Traffic volume due to
the project is considered to be a non-significant increase in
traffic on Harney Lane in the vicinity of the landfill.
Mitigation Measures
None required.
G. Human Health
Setting and Analysis
Under the current limited recycling program, County
personnel handle and sort wood waste, metals and tires.
As part of the proposed full scale recycling program,
County landfill personnel will be handling and sorting
additional recyclable solid waste and HHW (used motor oil , used
antifreeze, lead-acid batteries, and latex paint) . Two types of
handling and sorting will occur: (1) the actual separation of
recyclable materials on the tipping floor from both private and
commercial waste haulers and (2) transferring and loading
recycled material from the public drop-off bins.
During the sorting, handling, bulking, and storage of
recyclable materials (including recyclable HHW) , care will need
to be exercised by the waste handlers in order to avoid being
exposed to contaminants or hazardous conditions.
Mitigation Measures
4 . The Department of Public Works should establish waste
handling procedures and accident protocol to address
spills, contamination, leaks, and other mishaps.
5. The Department of Public Works should develop a public
information program to ensure that recycling program
participants are aware of proper handling of HHW and the
County's policies and procedures at the landfill.
15
