3.PROJECT DESCRIPPON MOUNTAIN HOUSE NEIGHBORHOODS K AND L INITIAL STUDY <br /> community and regional parks would be located generally at the outer edges of <br /> each neighborhood. <br /> Old River Regional Park would be located along the northern boundary of both <br /> Neighborhoods K and L. A 2.9-acre community park would be located in the <br /> northwestern portion of Neighborhood K near the terminus of Central Parkway <br /> and adjacent to a mixed-use area. The 22.29-acre North Community Park would <br /> be located in Neighborhood L adjacent to the Mountain House Creek Park and <br /> just north of the UPRR and Byron Road. The 23.60-acre Mountain House Creek <br /> Park would form the western boundary of Neighborhood L and would extend <br /> from the existing Mountain House Creek Park south of Byron Road. <br /> The primary staging area for Old River Regional Park would be at Old River <br /> Center at the end of Central Parkway in Neighborhood K. This staging area <br /> would include a small boat ramp and parking, among other amenities. The boat <br /> launch would be open to the public and would be operated by the MHCSD to <br /> accommodate local recreational and wildlife-oriented boating. <br /> Residential Population <br /> Using the same population assumptions as those used in the February 2005 <br /> Mountain House New Community SPIT document,the residential development <br /> proposed by the project would result in an on-site population of about 6,301 <br /> persons for Neighborhoods K and L(see Table 34). <br /> Job Generation <br /> Total employment generated by the non-residential uses within Neighborhoods K <br /> and L is anticipated to be 1,564 jobs,which is about 190 more than projected <br /> with the adopted SPII (see Tables 3-5 and 3-6). <br /> Drainage <br /> The MHCSD prepared a Storm Water Master Plan Update Addendum No. 1 <br /> (May 2004)that provides hydrological and hydraulic data for the design of <br /> project-related storm drain trunk lines, Mountain House Creek improvements, <br /> and water quality treatment/detention basins for the entire Mountain House <br /> community. This plan was evaluated in the Initial Study/Mitigated Negative <br /> Declaration prepared for Neighborhoods E and G in 2003. A second Addendum <br /> to the Storm Water Master Plan Update was prepared in conjunction with the <br /> Revised Neighborhood I and J Map. <br /> In accordance with the MHCSD's Storm Water Master Plan Update, and subject <br /> to additional detailed investigation and engineering,the applicant would construct <br /> a series of interim stormwater protection ditches and berms, as well as perm- <br /> anent stormwater conveyance facilities.
